Minutes of a meeting of the

FINANCE, PLANNING & ADMINISTRATION COMMITTEE OF RAINFORD PARISH COUNCIL

held in the Council Chamber at Rainford Village Hall on Wednesday 11 September 2024 at 6.30pm

  1. Approval of the minutes of the meeting held on 14 August 2024:

The minutes of the meeting held on 14.08.2024 were agreed as a true and accurate record, proposed by Councillor Bardsley, seconded by Councillor Lee and carried unanimously.

Income & Expenditure for August 2024:

Receipts £7843.34

Payments £26727.73

Bank balances @ 31.08.2024:

Current Account: £1104.50

Business Savings Account: £ 76380.98

£10,000 was transferred from the Saver account to the Current account to make payments for the payrolls for June 2024.

Additionally, there was an invoice for Waterplus of £4841.84 as no invoices had been received or paid since July 2023 and an invoice of £1270.00 for Ground maintenance covering the period of May – August 2024.

Also, the invoices for the acts for both the Mercury & May and the Country events were paid.

It was a very quiet month in the hall for bookings with only the Friday Night quiz and the Country night providing extra functions with the bar open.  September is much busier with 5 functions with the bar open and 3 other events.

The Event Manager informed the meeting that there had been a £115.00 loss on the Country Night.  It was a very well received event, but it was considered that the date was not a good one.  It will be repeated at another time of year.  The Mercury & May event had made a profit.

There was a discussion regarding Jive North and the lack of sales compared to the number of people who attend.  There is no evidence that attendees are bringing their own drinks on to the premises and the organiser wishes the bar to remain open.

It is clear in the booking process for all hall users that bringing own alcohol is not permitted.

It was suggested that perhaps a Councillor could occasionally attend to check.  There was a discussion about having a lone worker behind the bar and it was agreed that this was acceptable under the circumstances.

Councillor Denton requested that the income comparison was converted to an income and expenditure comparison, so that outgoings can also be compared to give a better idea of profitability.

There is a problem with the flooring behind the bar.  A quote has been received from the people that put it down.  An alternate quote has also been obtained.  There was a discussion.  A further quote was requested from the firm that redid the customer side of the bar.

                One of the old fridges behind the bar has been leaking regularly and needs replacing.  Our supplier is trying to get a free one from Coca Cola, but this may take some time, but this would not be big enough to take all the stock.  The Event Manager had circulated possible replacements at various costs.

 

RESOLVED: Councillor Long proposed that a 3-door fridge is purchased for behind the bar.  Model CK8503LED at a cost of £419.99 + VAT.  This was seconded by Councillor Bimpson and carried unanimously.

  1. Redecoration in Office 6:

Councillor Long informed the meeting that there is mould on the one of the walls in Office 6, so it needs redecorating.  It was agreed that quotes should be obtained for the work, and a decision will be made as soon as possible.  A decorator will be calling later in the week to give a quote.  An alternative will also be obtained.

  1. New pans for the kitchen:

There was a discussion.

RESOLVED:          Councillor Denton proposed that new pans are purchased for the kitchen for general use, following an inventory.  This was seconded by Councillor Lee and agreed unanimously.

            There was a further discussion about the kitchen being checked after functions and taking some form of deposit from hirers using the kitchen.  The Event Manager explained some of the complexities of such a system from an accounting point of view.  Councillor Denton asked for the Internal Auditor to be contacted for advice regarding this. Councillors Denton and Lee asked that an inventory of the kitchen is undertaken after every event.

  1. Clerk’s Report:

The following report was circulated with the agenda.  Additions are in italics.

  1. Work continues gathering photographs and other memorabilia for the 50 years of the Parish Council exhibition. The Clerk visited the archive at St Helens Council.  Several organisations have agreed to do displays.  Any memorabilia that can be used should be passed to the Clerk.  There are still gaps in the rota for staffing the café and the chamber.  It was suggested that Councillor Turner is contacted directly to ask for support where there are gaps.  Resident members of VIP could be asked to help.
  2. A quotation of £5200 + VAT has been received for the redecoration of the hall, stairs and landing.

Other quotes are being sought.

  • There are still 2 vacancies for Junction Ward.
  1. Overdue payments have been chased and paid.
  2. The new lease agreement with Merseyside Police has not yet been received, but it is in the process. There was a short discussion.  It was agreed that it was not acceptable for Merseyside Police to produce the lease, and the Parish Council pay for this service.
  3. Councillor Robinson and the Event Manager have submitted a National Lottery Funding application for works to make the Village Hall more accessible. No response has been received.
  • David Baines MP will be holding surgeries at the Village Hall. The first one was last week, and 3 residents met with him
  • PKF Littlejohn have requested further information for the external audit, which has been supplied.
  1. A resident is interested in one of the Councillor vacancies. She will be attending the next full council meeting.
  2. There are still some gaps in the rota for the Exhibition. It will be circulated again.
  3. The Blood Box has been put up. Councillor Denton asked why a Blood Box could not be funded at the Rainford X club.  There was a discussion.  This will be an agenda item at the next full Council meeting on 23.09.2024.
  • The bar staff have completed the clear out and decorating of the back bar. The glass washer and the ice machine have been moved out of the cellar.

  1. Miller Homes Development Update:

There was a discussion about a recent social post by the Borough Councillors following an onsite meeting with a representative of Miller Homes.  It was agreed that Councillor Long will email the Borough Councillors to see if representatives from the Parish Council can be included in the monthly meetings.

Councillor Denton suggested that the residents the Parish Council had been working with were contacted to ascertain if they had been in touch with the Borough Councillors prior to the meeting with Miller homes. Councillor Denton also asked for clarification regarding the Borough Councillors statutory responsibilities towards the Parish Council.

  1. Pilkington Street Garages Update:

Councillor Lee informed the meeting that she had been in contact with Borough Councillor Mussell and had passed on the name of the officer from St Helens Council that was dealing with the matter.  The Event Manager had taken photos of one of the garages that appears to be buckling under the weight of the weeds and other detritus surrounding it.
