Minutes of a meeting of the Community Liaison Committee of

RAINFORD PARISH COUNCIL

in the Council Chamber at Rainford Village Hall on Monday 14 October 2024 at 6.30pm

 

Present: Councillors: Bowden, Denton, Dodson, Reynolds, Robinson, Stockton-Pugh, Whalley (Chairwoman)

In attendance:            Lisa Roxby (Event Manager)

Absent:                           Councillor Roberts

 

 

  1. Apologies for Absence:

None.

 

  1. Minutes of the meeting held on 02.09.2024:

The minutes of the meeting held on 02.09.2024 were agreed as a true and accurate record, proposed by Cllr Dodson, seconded by Cllr Robinson and carried unanimously.

 

  1. School Liaison Officer’s Report: Councillor Whalley

The last Youth Council Meeting took place on 26th September.

It was well attended with representation from the high school and all three primary schools.

Ideas were discussed for a fundraiser and the decision was made to hold a ‘Cake and Lemonade Sale’ at the Guide Hut on Saturday 9th November. The funds raised will benefit the schools directly. Cllr Bowden has approached the Community Champion at Tesco to see if they will donate trays of Lemonade. Tea and Coffee would be offered too.

Cllr Whalley will liaise with PCSO this week regarding parking issues at the schools too.

ACTION: Cllr Whalley to inform schools about Section 106 money and encourage applications.

 

Next meeting taking place on 7th November.

 

  1. VIP Report: Councillor Stockton-Pugh

No VIP meeting has taken place since the last Full Council Meeting when previous update was given. Further updates will be provided in the Event Manager Report later in the meeting.

Cllr Whalley and Cllr Denton have been delivering letters to businesses re raffle prizes. 51 delivered so far.

REDs have offered a voucher.

Sheila from Scissors has a bottle of Champagne.

Dagnalls have offered 2 x MOTs.

 

  1. Updates:

Community Hub: Councillor Denton

Photo crafts taking place this week using wooden blocks.

ACTION: Contact Cllr Bardsley to let him know about the session.

Craft afternoon also happening at the same time which may impact.

ACTION: Promote on social media

November session is another craft session. Cllr Denton not available.

December session is Ukulele Band with Mince Pies

 

 

Heritage Memorial: Councillor Reynolds

Heritage Board now installed.

Plaque to be fitted to the memorial however we need a professional sign writer to do this.

ACTION: Events Manager to look for someone to do this.

Memorial can then be installed. A Stone Mason is needed to do this.

Cllr Reynolds in contact with someone to arrange this.

A date needs to be confirmed with relevant parties in attendance for the unveiling. Suggested that Cllr Dodson says a few words alongside, Ray Wareing and Cllr Reynolds. Invites to be sent to clerics in the village. Cllr Whalley to approach schools to see if any young people could be in attendance. Maybe a good opportunity for the Youth Council.

Knifesavers: Councillor Bowden  

Training is taking place this week – Thursday 17th October.

13 attendees signed up at present, including 3 of our bar staff and 2 from Golden Lion.

Cllr Bowden has approached pubs in the area to send attendees.

Eagle and Child have promised 3 staff will attend. (Kim and 2 others)

Steward from Rainford X will also attend.

Rainford Youth Council: Councillor Whalley

Provided earlier in the meeting during the School Liaison Report.

 

  1. Neighbourhood/Parish Plan: Councillor Roberts

Cllr Roberts not in attendance.

It was discussed that a Local Plan was looked at previously (possibly 2011) and can we look for this documentation as a starting point.

ACTION: Events Manager to look into this and locate information.

Reference made to Full Council Meeting where there was a discussion around working with other Parish Councils in the borough to work together on a plan rather than working in solo.

 

  1. Beer Festival 28.02 – 02.03.2025

Advertising to be started next week.

Discussion around Miller Homes Community Fund and Section 106 money.

ACTION: Events Manager to approach Borough Councillors to arrange a meeting with them and a couple of Parish Councillors to discuss 106 money and how we can work together.

ACTION: Events Manager to apply for Miller Homes Funding for sponsorship

Distilleries contacted asking for bottles donated for the spirit’s bar.

01.11.2024           Chairwoman’s Boombox Bingo Fundraiser

Currently on 23 tickets sold.

ACTION: Events Manager to create a paid social media advert out this week.

ACTION: Events Manager to confirm that this is being promoted at the Golden Lion Quiz night.

ACTION: Cllr Dodson to share with St Helen’s Young Carers so they can promote too.

ACTION: Events Manager to create a sign-up sheet for emails.

(separate discussion around WhatsApp groups and permissions)

Suggestion made to create a CLC WhatsApp group

ACTION: Events Manager to create this.

 

29.11.2024           Friday Night Quiz (Christmas theme)

ACTION: All Cllrs to share this widely.

Events Manager looking into Quiz platforms and what costs associated.

May not be implemented by November but something to consider revamping the quiz.

(separate conversation about an office in the hall free for rent)

01.12.2024           Children’s Christmas Community Cinema

Promotional materials to be created this week for advertising.

Costings being collated for bells etc.

Agreed that film showing at 3pm – children will be leaving after dark.

ACTION: Event Manager to contact Martin Cox to enquire about the sleigh to be used at the end of the film.

Bar open with mulled wine and manned by Cllrs rather than paid staff.

Cllr Reynolds offered to donate the mulled wine.

ACTION: Cllr Whalley to share event with Brownies, Guides, Schools

ACTION: Cllr Denton to share event with dance school.

ACTION: Events Manager to create poster and share will Cllrs

 

07.12.2024           Rainford Christmas Fayre

Further enquiries received for stalls however we are up to capacity.

ACTION: Event Manager to look at plans and if we can take on any more stalls.

Discussed contingency plans and placement of stalls between the Cottage and the Village Hall.

Volunteers needed and Cllrs Whalley, Robinson, Stockton-Pugh, volunteered already.

Cllr Denton asked if we have been approached by Andrew Rigby about an Advent Window.

ACTION: Events Manager to check if we have had an invite.

Bacon sandwiches and hot drinks to be provided by Eve’s of Rainford.

 

20 & 21.12.2024                Christmas Party Nights

Caterers looking for confirmation of ticket numbers as one event was cancelled last year.

Sales for Friday are under 10.

Sales for Saturday are 76.

ACTION: Events Manager to determine what the dates are that we can cancel, and costs associated with this.

Discussion around a decision made last year that only one Christmas Party would take place in 2024. Why have two nights been booked for this year?

 

  1. Solar System on the Linear Park: Councillor Reynolds

Will revisit this at the next meeting.

 

  1. New Resident’s Pack: Councillor Denton

Councillor Denton has provided a copy of a new resident’s pack from Leintwardine PC.  Headings are:

  1. Village Facilities: Library/Community Centre/Public Toilets/Play areas etc
  2. Shopping in the Area
  3. Schools
  4. Children’s social clubs
  5. Social groups
  6. Eating out & drinking
  7. Tradesmen
  8. Religion
  9. Healthcare & welfare
  10. Sports and Leisure
  11. Political representation
  12. Parish Planning
  13. Village Publications
  14. Waste disposal & recycling

It is just printed A4 (a bit boring), but the contents is good.

They also publish a newsletter.  Details of Open Gardens, ‘Flicks in the sticks’ (Community cinema), Parish Council news, Borough Councillor news

If this is the sort of document, that Rainford Parish Council wish to produce, a mock up could be provided for the November 20204 CLC meeting.

Discussion around electronic and printed versions and how we can ensure that costs are kept down if we do a print run but that electronic versions are managed centrally and kept up to date.

Hard copies to be provided to doctors, dentist, estate agents, miller homes.

Feedback coming into Cllr Denton that people are unaware of things happening in the village.

Discussed removing Tradesmen from suggested headings and changing Religion to Worship.

 

  1. Any Other Business:
  2. Local Life content being submitted tomorrow. Confirmed that we will include a call for volunteers.
  3. Community Connect – Cllr Whalley to do November and Cllr Reynolds to do December.

ACTION: Events Manager to send questions across.

  • Edwina sent an email about breakage already discussed.
  1. Discussion was had about creating an itinerary for the kitchen so brakeage’s can be dealt with effectively in future.

ACTION: Cllr Whalley, Robinson and Denton will coordinate a day to stock take in the kitchen.

ACTION: Pan to be ordered

  1. Email sent in last week regarding parking on Rookery Drive. It was suggested that this was passed to Cllr Bimpson to look at.

ACTION: Events Manager to share with Cllr Bimpson.
