Minutes of a meeting of
RAINFORD PARISH COUNCIL
held on Monday 24 February 2025 commencing at 7pm in the Council Chamber

Present: Councillors: Bardsley, Bowden, Denton, Dodson (Chairwoman), Lee, Long,
Reynolds (arrived 7.25pm), Stockton-Pugh, Whalley

1. Apologies for Absence:
Councillor Bimpson (Away), Councillor Roberts (Away), Councillor Robinson (Unwell)

2. Co-option of Councillors for Junction and Randle Wards:
Each of the candidates gave a brief presentation and answered member’s questions. The candidates then left the room and a ballot was held.
Pam Shearon was co-opted to represent Junction Ward
Phil Taylor was co-opted to represent Junction Ward
Andy Allan was co-opted to represent Randle Ward

3. Declaration of Acceptance of Office, of Interest, and Updating of the Register:
The newly co-opted Councillors read out the Declaration of Acceptance of Office and signed the book.

Councillor Reynolds joined the meeting at 7.25pm

4. Formal announcements from the Chairwoman:
The Chairwoman informed members that since the last meeting she had:
• attended the Mayor’s Charity Evening
• held interviews with Councillors Denton & Long for the Clerk’s position and offered the position to one of the candidates
• had a discussion with Councillor Denton, who no longer wishes to be Chairwoman elect for 2025/26. There was a general discussion and Councillor Bardsley will be standing for election as Chairman at the Annual Meeting of the Parish Council on 01.05.2025. Councillor Whalley confirmed she will be standing for election as Vice Chairwoman at the same meeting.

6. To approve as a correct record the minutes of the Rainford Parish Council meeting held on Monday 27 January 2025:
The minutes of the meeting held on Monday 27.01.2025 were agreed as a true and accurate record proposed by Councillor Bardsley, seconded by Councillor Whalley and carried unanimously.

As the Event Manager needed to leave the meeting, the Chairwoman announced her intention to take Item 9 VIP report next:
VIP Report: The Event Manager informed the meeting of the following:
• The Beer Festival takes place this weekend: 28 Feb – 2 March. Over 18’s only on Friday and Saturday and a family friendly day on Sunday. All barrels have been sponsored, along with the Cider Table and the Bar. Sponsorship for the Spirit Table and the Entertainment is still being sought. A rota has been created for the volunteers and Councillors who are helping to run the event. There will be a face painter on Sunday. A request for games was made. Councillor Whalley will provide a ‘Where’s Whalley’ quiz. Councillor Denton will ask Bargain Booze to donate a bottle for the Spirit Table.

• Tickets are still available for the Chairwoman’s Band Concert on 08.03.2025. Councillors were requested to ask people to attend.

Business Savings Account: £ 48,970.27
Payments do not include staff costs for January 2025 as the appropriate documentation from St Helens Council had not been received before the end of the month. However, they do include staff costs from September 2024. Additionally, to offset the increase in the cost of wine, £4000 worth of stock was purchased for the bar.
£2000 was transferred from the Business Savings Account to the Current Account.
There were no comments or queries regarding the Receipts and Payments for January 2025.

8. Clerk’s Report:
The following report was circulated with the agenda. Additions are in italics.
i. The decorating of the hall, stairs and landing is complete, and the new noticeboard has been installed. At the last FPA committee meeting there was a short discussion about whether the curtains should be put back up.
ii. The interviews for the Clerk & RFO vacancy took place on 10.02.2025.
iii. Paula Blellock has requested another EPC assessment for the Village Hall. The Energy Surveyor has not yet confirmed the date that this will take place. She has also requested a meeting with herself, Councillors and Steve Littler.
iv. A meeting took place on 10.02.2025 with members of Windle Parish Council regarding sharing information on Neighbourhood Planning. This was a positive meeting with information being exchanged and plans of action formulated. Further meetings will be held in due course.
v. The Annual Meeting of the Parish Council will take place on 01.05.2025 at 6pm.
vi. The Annual Parish Meeting will take place at 6pm on 19.05.2024 before the Full Council meeting at 7pm. This meeting has been brought forward due the bank holiday.
vii. To date no further information has been received from Councillor Mussell regarding costings for holding classes previously held in the Library at the Village Hall. FPA Committee members were disappointed that the Borough Councillors had not contacted the Parish Council about the reported sale of the library building. Members had found out via a Facebook posting. A follow-up email has been sent. Several emails have been sent trying to get information about the classes that used to be held at the library, so that costings could be produced for the financial implications for the Parish Council if the classes were to be held at the Village Hall. The library service is offering grants of up to £5000 to assist with starting community libraries. The Clerk was asked to contact St Helens Council to get further information about this. Councillor Mussell had sent the following information on 19.02.2025:
At the meeting I attended with Cllr Case I did explain that the library service will not fund any of the sessions and that any costs associated with hosting such sessions would be a decision for the Parish Council to make. I have, however, confirmed with the team that although this is the case any support regarding staff attendance, books needed would be provided with co-ordination on dates, frequency etc.
In respect of the Library closure Cllr Case and I were informed on Thursday 6th February via a hastily convened teams call which concluded at 4.30pm. The senior officers involved indicated that us that they were going public the following day and they would be in discussion with the Parish Council indicating that preliminary meetings where planned to discuss future options and that John and I would be informed of the outcomes at a later date.
I am sure this clarifies the situation.

There was a further discussion about the future of Library Services in Rainford and the proposed sale of the old library building. Councillor Bowden declared her intention to contact the leader of St Helens Council and submit a Freedom of Information request regarding information about the library building.

viii. Donna Mooney CPSO has supplied the following crime statistics for Rainford for January 2025. Donna is hoping to return to full duties in Rainford by March 2025.

ix. The following planning application was received after the FPA Committee meeting for January 2025:
P/2025/0091/FUL Proposed development including additional parking spaces and revised soft landscaping with internal alterations to form additional consulting/waiting room space
Rainford Health Centre, Higher Lane, Rainford
x. The contact for newsletters in Local Life has been renewed for a further 12 months
xi. A trial planter has been ordered for Rainford-in-Bloom.
xii. Several residents have contacted the Clerk’s office to discuss the role of a Parish Councillor.
xiii. The replacement replica railway station signs have been ordered.
xiv. Merseyside Police will be sorting out the licence and paying outstanding invoices within the next fortnight, following a change in property advisor.
xv. There have been some issues with BT and the broadband connection. These have been resolved and late payment costs refunded.
xvi. The Contract of Employment has been sent to the successful candidate for the Clerk’s position.

Councillor Whalley informed members that the CLC had discussed the following:
o Rainford Youth Council meeting
o Possibility of replacing or cleaning the carpet in the entrance hall, stairs and landing

o Transporting residents to Luncheon Club

Councillor Long informed members that the FPA committee had discussed:
 Recent planning applications and a submission supporting the application from the Junction had been made
 Current issues with the Miller Homes development
 A request to purchase a sample planter for Rainford-in-Bloom. This had been agreed and the planter ordered and delivered.
 The licence with Merseyside Police, which should be resolved soon
 Replacement or cleaning of the carpet for the entrance hall, stairs and landing. Quotes have been requested.
 Clerk/RFO vacancy
 Health & Safety Committee: Councillor Bimpson was not able to attend the meeting, but the committee has not met since the last full Council meeting.
 VIP Working Party: This had been covered earlier in the meeting by the Event Manager.

10. Parish/Neighbourhood Plan:
Councillor Roberts was not able to attend the meeting, but Councillor Stockton-Pugh stated that a very positive meeting had taken place with Council members from Windle Parish Council.

10. Miller Homes Development:
Councillor Denton informed the meeting that there had not been many complaints from residents within the last fortnight. She and Councillor Bimpson continue to build a relationship with Miller Homes in order to get swift resolutions to issues arising. Miller Homes have begun to send details of onsite activities.

12. Safety of Lithium-ion Batteries Campaign:
Councillor Bowden informed the meeting of the dangers of Lithium-Ion batteries which are small but contain lots of energy and can combust in certain circumstances causing fires and danger to life. There was a discussion.

RESOLEVED: Councillor Bowden proposed that Rainford Parish Council support the Safety of Lithium-ion batteries campaign. This was seconded by Councillor Stockton-Pugh and carried unanimously.

There was a further discussion about the possibility of having a battery bin at the Village Hall.

13. Parish Council Clerk/RFO:
There were no questions or queries regarding the vacancy.

14. 10th Great British Spring Clean:
See Appendix 3 for details
There was a discussion and Councillor Whalley will put this on the agenda for the next Rainford Youth Council meeting on 27.02.2025. Councillor Bardsley suggested, and it was agreed that a litter pick would be organised for Saturday 29 March 2025, and that hopefully this could be done in conjunction with Rainford in Bloom. The Scouts and Guides will also be approached to take part. The schools will also be contacted.

15. DBS checks for Members of the Parish Council:
A Disclosure and Barring Service check is not a statutory requirement but thought by NALC to be good practice. The cost would be £18 per Councillor for a basic check.
There was a discussion. It was agreed that further information should be obtained, and this item should be revisited at the next full Council meeting.

There was a short discussion about this application. Permission would need to be given by All Saints Church as the land belongs to it.

P/2025/0059/COT Works to trees in a Conservation Area to fell 2no Horse Chestnut trees along with crown lifting of 6m

P/2025/0062/FUL Proposed siting of marquee, bar and chiller, following relocation of children’s play area, together with retrospective siting of brew station, storage, toilets and changing facilities

There was a discussion about this application. It was agreed that a submission in support of this application should be made.

Notification of Appeal under Section 78 Partial change of use of agricultural land to residential garden along with new vehicular access to the highway with associated boundary wall and hardstanding and the construction of 3no outbuildings comprising of a potting shed, garage and summerhouse.
1 Maggots Nook Road, Rainford
There was a discussion about this application. It was felt that the site was overcrowded and noted that the development had taken place without planning permission in the Green Belt.

Lord’s Fold Update: No further updates at this time.

Miller Homes Update: There have been complaints from residents regarding mud on the road and the noise and disruption from piling. Following conversations with Councillors Bimpson & Denton, Miller Homes have been keeping the road cleaner and there are 2 wheel washers on site, that are being used.
The potholes on Higher Lane have been filled in.

P/2023/0181/FUL Erection of 1no dwelling following demolition of existing dwelling house at 61 Higher Lane, Rainford
A complaint was received from a resident about the blocking of the footpath at 8.30am on a weekday and the removal of part of the wall. Kieran Birch, Head of Planning at St Helens Council has been contacted regarding conditions on the decision notice. There was a discussion. The Clerk was asked to circulate the details of the Construction and Environmental Management Plan (CEMP) of this planning application to all members of the committee and continue the dialogue with Kieran Birch.

Rainford in Bloom have requested that the Parish Council purchase a ‘taster’ planter. The original planters are wooden, and many are rotting and have come to the end of their useful life. The new planters are recycled plastic so they would need little maintenance, but Bloom would like to plant up one to check it meets requirements before purchasing in bulk.

RESOLVED: Councillor Lee proposed that a planter is purchased for Rainford in Bloom at a cost of £299.00 + VAT. This was seconded by Councillor Dodson and carried unanimously.

5. Licence for Merseyside Police:
There was a discussion and members were concerned that this has not yet been agreed. The Clerk was asked to contact Merseyside Police’s agent to resolve the matter and ask for outstanding monies to be paid.

xx. A resident had contacted the Parish Council regarding an overgrown hedge on Church Lane. The details have been passed on the St Helens Council as the property appears unoccupied. No further information has been received.
xxi. Replacements for the damaged replica Railway have been ordered.
xxii. There is on-going dialogue with Councillor Riley from Windle Parish Council regarding sharing information on Neighbourhood Planning. A meeting will take place on 10.02.2025. This was a positive meeting with information being exchanged and plans of action formulated. Further meetings will be held in due course.
xxiii. The Annual Meeting of the Parish Council will take place on 01.05.2025 at 6pm, and the Chairperson’s evening will take place on Friday 09 May 2025.
xxiv. A letter has been received from the Valuation Office Agency. The information requested has been completed via the .gov website within the requested time frame. No replies have been received.
xxv. No further information has been received from Councillor Mussell regarding costings for holding classes previously held in the Library in the Village Hall. Committee members were disappointed that the Borough Councillors had not contacted the Parish Council about the reported sale of the library building. Members had found out via a Facebook posting. The Clerk was asked to contact Councillor Mussell regarding the costings.

7. Entrance Hall Carpet:
The Community Liaison Committee have asked the FPA to consider cleaning or preferably replacing the carpet for the hall, stairs and landing. Now that the decorating has been completed, the carpet looks worn and dirty and is spoiling the overall improvement.
There was a discussion. The Chairman pointed out that there were other areas where money needed spending as repairs and redecoration are required in Office 5 and The Clerk’s office. It was agreed that quotations should be obtained for both replacing and cleaning the carpet.

8. Clerk/RFO Vacancy:
The Clerk informed the meeting that 3 candidates had been interviewed on 10.02.2025 and one had been offered the job, subject to satisfactory references being received and a 3-month probationary period, which will start on 01.04.2025. There was a discussion about the criteria that would be assessed during the probationary period. The essential criteria from the person specification will be used. Supervisory meetings will be held at least monthly, and a record kept of issues discussed. Councillor Long offered to conduct the meetings.
Councillor Stockton-Pugh left the meeting at 7.30pm.
The salary offered would be at the starting point stated on the job advert. The candidate is available to start immediately, and it is hoped that they will start on 01.03.2025 and work one month with the current clerk.
The draft contract of employment will be sent out to all members of the committee for approval.

2. Minutes of the meeting held on 06.01.2025:
Councillor Denton’s apologies had not been recorded. With the above amendment, the minutes of the meeting held on 06.01.2025 were agreed as a true and accurate record, proposed by Councillor

3. School Liaison Officer’s Report:
Councillor Whalley informed the meeting that she was still waiting to hear from the schools, Stagecoach and the Highways department regarding road safety around the schools at dropping off and picking up time.
Rainford Youth Council had discussed the Miller Homes development at its last meeting. High school students were opposed to the development due to the lack of infrastructure and unaffordability of the houses, whereas the primary school students were against it because of concerns about the destruction of wildlife habitats. The possibility of members of the Youth Council attending a full Council meeting is being considered.
4. VIP Report:
Councillor Stockton-Pugh stated that the redecorated hall, stairs and landing of the Village Hall looked very good. However, the carpet now looks worn next to it and is spoiling the effect. It was agreed that quotes for cleaning and replacing the carpet should be obtained, along with looking into the possibility of specific fund-raising events to cover the cost.

5. Updates:
Community Hub: Councillor Denton informed the meeting that around 20 people had attended the meting in January. The meeting on 20.02.2025 would be a Health & Well-Being Event and the following organisations have confirmed they will be having stalls:

 Rainford Table Tennis & Pickleball Club
 Tropic skin care
 Councillor Stockton-Pugh: Advice on Adult Social Care
Age UK have yet to confirm attendance, but they will be attending Luncheon Club on 04.02.2025. The health centres have been informed. The U3A will be contacted along with other organisations that may be interested. Tech Guys will supply an anti-scam leaflet and a podiatrist
The event needs to be widely advertised via posters and social media. The following will be contacted to put up posters or publicise the event:

• Church Newsletters

Heritage Memorial: Councillor Reynolds informed the meeting that 2 of the replica railway signs need replacing. 1st Northern are quoting for more robust signs and the cost of installing them.
The unveiling of the Memorial Heritage Board and Stone took place on 31.01.2025 and was well attended. The project is now almost complete.
Councillor Reynolds has discovered further information about the family of the youngest person to die in an industrial accident in Rainford and suggested the idea of a creative writing competition around the story with the winning entry being printed.
The Chairwoman thanked Councillor Reynolds for the Heritage Board initiative, which had taken some time to complete, but was a very worthwhile project.

Knifesavers: Councillor Bowden informed the meeting that project was now complete as the second Blood Box had been installed at the North End Club. She thanked the Parish Council for funding the initiative and Councillor Bowden was thanked for her perseverance with the enterprise. It was agreed that there should be social media posts about the installation of the second box.

Rainford Youth Council: Councillor Whalley had covered this under Item 3.
There was a discussion about transporting residents to Luncheon Club and concerns were raised over insurance for drivers. Councillor Stockton-Pugh offered to find out further information. There needs to be good liaison with Luncheon Club.

6. Neighbourhood/Parish Plan:
Councillor Stockton-Pugh informed the members that he and Councillor Roberts would be meeting with Councillors from Windle Parish Council on 10.02.2025 to discuss ideas and share information.

7. Beer Festival 28.02 – 02.03.2025:
The Event Manager informed the meeting that:
 the entertainment for the festival had been planned
 8 barrels have been sponsored so far
 No sponsors for the bar or Spirits Table as yet
 2 Bottles have been donated for the Spirits Table
 Timings for the weekend have been worked out
 A spreadsheet for the availability of volunteers (including Councillors) for the event has been created.
There was a discussion and several other suggestions for possible sponsors were given. Others who have not yet replied, will be contacted again and one of the food suppliers will be chased.
A face painter will attend on the Sunday for 2 hours. The cost of this has been sponsored. Tech Guys had offered a discount rate for the Games Lounge, but it was considered too expensive.

13.04.2025 Easter Community Cinema and Easter Egg Hunt. The Labour Club has a Children’s disco on 12.04.2025 and had suggested that a discounted price could be offered to people booking both. This was agreed.
08.05.2025 VE Day Commemorative Tea Dance. Councillor Denton had contacted Col. Andy Reid MBE regarding the attendance of veterans. He had suggested that the event is a joint fundraiser for the Parish Council and his Standing Tall foundation. It was agreed that this should be pursued as it was an opportunity for the Parish Council to liaise with local businesses and the community.

RESOLVED: Councillor Denton proposed that the Afternoon Tea Dance Event to commemorate the 80th anniversary of VE Day should be a joint fundraiser between the Parish Council and Andy Reid MBE’s Standing Tall Foundation. This was seconded by Councillor Dodson and carried unanimously.

17.05.2025 Eurovision Party Night. Additional suggestions for this event were pre-recorded messages from Crank and Kings Moss

There would also be ‘Sip & Paint’ events in June and November and events for the next Chairperson’s fund

9. Solar System on the Linear Park:
Councillor Reynolds informed the meeting that there was nothing further to report at the moment, but progress would need to be made soon if the project was going to be for this summer.

10. Safety of Lithium-ion Batteries Campaign:
There was a discussion, and it was agreed that the CLC would recommend to the full Council that the Parish Council supports this campaign. Councillor Bowden agreed to present the agenda item.

There was a discussion, and it was agreed that there should be articles on the following in the next Local Life Newsletter:

The Great British Spring Clean returns!
This year, the 10th Great British Spring Clean will take place from 21 March – 6 April, and we’re asking #LitterHeroes across the country to show they love where they live by making a pledge to pick a bag – or more.

Let us know how your council is taking part
Don’t forget to let us know how your town or parish council will take part in this year’s Great British Spring Clean – which is the 10th time Keep Britain Tidy has ran the national campaign!
You can sign up below and share the information you want us to make available to your resident volunteers on our website, such as if you can loan equipment.
Please let us know you’re taking part by 12 February, to ensure your information is ready to share with the public by the time we begin promoting the campaign publicly on 14 February.
